Discussion: which minimal Maven version to build RAT with?

* Is there a need to update the minimal version as well?

* When should/would we want to update the minimal version?

* How are consumers of RAT think about that?

thanks to a recent contribution we have the possibility to configure the minimal Maven version required to build RAT .... currently as of RAT0.18 this is 3.9.16. With the release of Maven 3.10.0 we updated the Maven wrapper that is used internally to build our project -
