According to the ASF Board's graduation resolution for Apache Crunch, we have
been "tasked with the creation of a set of bylaws intended to encourage open
development and increased participation in the Apache Crunch Project."
We should create the bylaws, vote on them and, if the vote is successful,
publish them on the website.
