In Crunch 0.14 (or 0.15) we should remove the deprecated
{{PlanningParameters.PIPELINE_PLAN_DOTFILE}} constant and the {{DotfileUtills}}
class. These were both deprecated in CRUNCH-537, this ticket is just a reminder
to get rid of them later.
