With CRUNCH-677 in, HFileUtils.writeToHFilesForIncrementalLoad() should have a
form that accepts a FileSystem and propagates that FileSystem to the
HFileTarget. This enables writing HFiles to FileSystems not included in the
Configuration of the Pipeline itself.
