Ah, perfect! That did the trick!

I had assumed that the repository was a "ctakes repository" and its location 
had moved, but now I see (looking at the "svn info" output), that the 
repository is at the /repos/asf" level, so the ctakes directory just moved 
around within the "asf" repository.

I think you just want svn switch without the relocate flag. My
understanding is that --relocate is for when it's on a new server, we've
just moved to a different directory on the same server.
