The error message I get in the debugger window is:

16 Jul 2013 09:23:14 ERROR UmlsDictionaryLookupAnnotator - Error: Invalid UMLS L
icense.  A UMLS License is required to use the UMLS dictionary lookup.
Error: You may request one at: https://uts.nlm.nih.gov/license.html
Please verify your UMLS license settings in the DictionaryLookupAnnotatorUMLS.xm
l configuration.

I am running behind a corporate proxy, but we've been able to use UTS in 
previous instances.
