In the wiki page https://cwiki.apache.org/confluence/display/CURATOR/For+Curator+Committers#ForCuratorCommitters-maven-settings it tells me to use APACHE-PASSWORD-ENCODED. I thought this meant to use an encrypted password a la https://maven.apache.org/guides/mini/guide-encryption.html
