Dain started some work on it for Aegis, but really didn't get very far.

Well, doing it for the Aegis databinding is "big, but doable" and Dain already 
started quite a bit of it.   The other databindings don't support 
soap:encoded at all and really aren't under our control.   Thus, those would 
require some wacky mapping hacks and stuff which really could get ugly fast.

In all, it is a big effort though.   That's pretty much why none of the modern 
toolkits use it.  (metro, axis2, etc...)
