Regarding the updates to the OSGi bundle package imports for WSS4J 1.5.9.
Last I checked (admittedly on the order of a month or two ago), WSS4J 1.6
has non-backwards compatible changes in it.  Is opening the package import
version range up to anything from 1.5 up to but not including 2 really what
we want to do here?  What is the driver for leaving the range open ended
when we really only test this release of CXF against 1.5.9?  I know the
objective of the WSS4J issue that added the versions to their package
exports was to support multiple simultaneous versions in the container.  I'd
like to allow some flexibility in CXF to accommodate moves to a newer
version in the OSGi container, but is including 1.6 and above premature?

I think the same questions apply to 2.3 as well.
