There has been pretty much zero interest in supporting WSDL 2.0. Thus, there hasn’t been any code put in place to start supporting it. At this point, I don’t even think it makes any sense since nobody uses it. For the REST stuff in WSDL 2.0, things like Swagger and WADL are much much better. For SOAP/HTTP, WSDL 1.1 has proven to be "adequate” and is actually more or less interopable with the other toolkits. None of the other toolkits really support WSDL 2.0 either.
