Dave Thompson closed DAFFODIL-1856.

Pulled latest updates from incubator-daffodil, which included commit
a4dc9743e1e142b6a3848dc7560df2fb98dcadab.
Verified URLs in source files now point to Apache infrastructure. Found 2 URLs
that were invalid and addressed those in JIRA ticket DAFFODIL-1870.
Verified the Apache disclaimer file is included in the updates.
Verified the version number is now hardcoded in the build.sbt file and that
daffodil no longer uses git to determine version number. This caused the
nightly test scripts to fail. Updated the scripts to get the information needed
for the script to successfully run.
Verified that the NCSA resolver statement is removed from the build.sbt file.
