Dave Thompson closed DAFFODIL-1857.

Pulled the latest updates to the incubator-daffodil repository which included
the specified commits, cf322c0e5cfe6b3f9fa9f274162577353c1f5814 and
7ac79fbd4f89dcb538ab9380a25be1ca6d78ba9a.
Verified - Removal of build.scala.
Verified - macrolib is no longer published to local.
Verified - Removal of the 'sbt cli' tasks.
Verified - Move of scala-new tests to scala and removal he 'sbt new' commands.
Verified "sbt daffodil-cli/test" command now successfully executes the cli
tests.
Verified - Removal sbt pgp plugin.
