Note that these tests end up including the "multi_base_09.dfdl.xsd" schema,
which uses UTF-16BE encoding. Whatever is loading the schema (it's not
immediately clear whether this is Scala or Xerces based on this error) appears
to fail to detect the encoding of these schema in some edge cases and just
attempts to read the schema as UTF-8. This fails and throws an error.
Due to the randomness of this error, I'd guess the error is in the TDML Runner
not properly syncrhonizing during non-thread-safe schema compilation. However,
I cannot reproduce this issue on my machine, making it difficult to track down.
