Michael Beckerle resolved DAFFODIL-1912.

    Fix Version/s: 2.2.0

Bug is not in daffodil, but in GMTIF. Daffodil is now more strict about 
xs:includes and undefined symbols. Part of tightening up and cleaning up 
validation behavior.

The fix was done in gmtif on DI2E, so this should now work if you refresh gmtif 
from the latest master there.
