Running RAT on Daffodil is currently a manual process that reqiures downloading
an Apache RAT release and using the right command line arguments. This requires
too much effort and so contributors will forget to run it, and we cannot run
checks on the automated build.
An sbt-rat plugin started development on github
(https://github.com/jvz/sbt-rat). We should investigate if this meets our needs
and incorporate it into Daffodil.
