SBT 1.1.2 still picks up scala-xml 1.0.4, but I've confirmed ("show 
runtime:fullClasspath" in the SBT console) that it's only using 1.1.0.

A quick test with the Scala REPL shows that ' appears to be supported 
at least partially:

{{scala> val a: scala.xml.Elem = <apostrophe>&amp;apos;</apostrophe>}}

{{a: scala.xml.Elem = <apostrophe>&amp;apos;</apostrophe>}}

{{scala> val aa = a.text}}
