Our XML Diff algorithm is of utility outside of the rest of Daffodil, and user
community has requested API access and documentation of it (from Java), and
CLI, for its use.
Note however, there are other tickets calling into question whether we actually
should be finding someone else's more comprehensive XML diff solution so as to
not have to maintain our own such infrastructure.
