There is a DFDL Language issue here: what should the annotations look like that
indicate one wants a particular comment appended to the infoset, and where
(after an element, as a child of an element, as a particular location in a
sequence, etc. ?) Ditto for Processing Instruction.
Suggest for JSON the only viable representation is to just provide a label to
be used to label comments "Eg., use 'comment' as the key", and similarly for
processing instruction 'use "processingInstruction" as the key."
