Lists unimplemented features of IBM DFDL.

Some cause many tests to not compile for cross testing.

The cross tester for IBM DFDL has been enhanced to also skip tests that use 
layering features as well as IVC/OVC/hidden groups.

The TDML Runner on branch daffodil-2028-crossTest expects the cross test rig 
itself to detect IVC/OVC/Hidden-groups and layering. 

It now avoids comparison of the messages on negative tests (they still have to 
fail), and avoids comparing warning message texts when cross testing . (By 
default. These can be overridden.
