After looking around for good windows CI options, the best candidate looks to
be Azure Pipelines. DAFFODIL-2105 added an azure-pipeilnes.yml configuration
file, so that part is essentially done, though that may need some tweaks:
* some windows tests fail
* need to enable code coverage reporting
* need to support different java versions
At this point the biggest roadblock to enabling that is Azure Pipelines wants
write access to the repo, which Infra won't allow for good reason. See
INFRA-17030 for the progress towards getting Azure Pipelines support.
