Tresys has an old version of this schema suitable for interoperability testing.
The one on DFDLSchemas github was withdrawn by IBM (they decided not to open
source this schema).
Git hash b96dc7bfcd6dba401e3c3bfc754cdb7caf6a59d1 is portable to IBM DFDL and
to Daffodil 2.4.0-SNAPSHOT as of 2019-05-29.
