    Summary: No validation of short-form DFDL properties  (was: No validation 
of Short Form or Element Form dfdl properties)

Short-form and attribute-form properties can both be validated with some 
changes to our XML Schema for DFDL. Element-form properties must be handled 
separately, so splitting this ticket into a property-form specific bug to 
handle that: DAFFODIL-2149.
