Fix Version/s: 2.4.0
Looking at the code around scalaDefaultable, it is not clear to me what checks
I thought could be moved to EncodingEv when I opened this bug. Maybe something
like the isKnownEncoding checks, but that is covered by DAFFODIL-1571.
Resolving as not enough information.
