A variety of formats require some odd character encodings. These need to be
added.
A 2-bit encoding which can produce character 0, 1, 2, 3 is needed.
A 3-bit octal variant which roduces 1 to 8 (not 0 to 7)
And several others are needed for data formats such as link16.
