Fix For: 3.0.0
A backend that can generate code, rather than just execute scala code is
needed. There are many people who want to have smaller-footprint lighter-weight
implementations, but otherwise really like DFDL/Daffodil.
Many people would contribute to fleshing this out if we put the framework in
place to do it for a tiny subset of DFDL so that there is a pattern for people
to follow.
