Looks as though this DFDL feature is being withdrawn from the DFDL v1.0
standard, as there are no implementations, and the feature is considered
half-baked from a design perspective since nobody has tried to implement it to
shake out the design aspects.
A daffodil contributor who wants to work on this topic (hopefully someone with
native language and computer systems experience with right-to-left langauges),
should implement as an experimental feature (properties go into the dfdlx
namespace). Subsequently, successful implementation ideas can be proposed for
inclusion into the DFDL spec version 2.0.
