It looks like the files in build-plugin were copied in from another github
account. This is problematic as this code hasn't been given to ASF and doesn't
appear to be ASL2 licensed (or even explicitly licensed at all). Is there no
other way to include this code? If not, we need to figure out the licensing
and copyright issues before it can be included.
