1. At least one notebook is in '-ing' status except 'running'
*Steps to reproduce:*
1. Restart provisioning service
*Actual result:*
# CheckInfrastructureStatusScheduler runs with '1'
# Status is not changed from DataLab Web UI side

raise TypeError(repr(o) + " is not JSON serializable")
TypeError: ParamValidationError(u"Parameter validation failed:\nInvalid type
for parameter InstanceIds[0], value: None, type: <type 'NoneType'>, valid
types: <type 'basestring'>",) is not JSON serializable{code}
