The bug was found in branch DATALAB-2091 on GCP, perhaps it is related to
others cloud.

# Jupyter is created
# Flights_data_Preparation_Scala-Spark.ipynb is loaded in Jupyter
*Steps to reproduce:*
1. Open Flights_data_Preparation_Scala-Spark.ipynb
*Actual result:*
# Connection is not established
# Local Apache Toree - Scala kernel is dead
*Expected result:*
1. Connection is established
2. Local Apache Toree - Scala kernel is alive
