Description:
If restart self-service the self-service is restarted successfully, but appears
error message.
Front-end receives error message because self-service is in restarting status
and is unavailable.
It was agreed for 502 error to show message about successfully restarting.
So, [~ytykhun] please implement it according our discussion.
