Description:
As a user I want to have a TensorFlow-RStudio template on GCP.
*Acceptance criteria:*
1. in Notebook creation popup it should be TensorFlow-Rstudio template in drop
down list
2. playbook for RStudio should be run successfully on TensorFlow-Rstudio
template (via local and remote kernels)
3. playbook which use GPU should be run successfully on TensorFlow-Rstudio
template (via local kernel).
For GCP is template is prevented because some issues there were.
