Description:
When local endpoint are disable(disconnected), we don't have possibility to
change local .yml files.
To fix that we need to:
** [BE]:
# Always send local files, even if local endpoint are disable
** [FE]*
# Send request for */config/multiple with endpoint = local*, even if local is
disable
# Always show drop down, _f.e: with inactive local, and active external ( but
user can still edit/restart local .yml files)_
