Description:
There is a scheduler instance status checker. Its purpose is to check if
instance status on DataLab BEW UI is synched up with instance status on Cloud
console and adjust then appropriately.
After triggering the scheduler the next information should be conveyed:
* What resource has been changed
* Previous status
* Actual status
Update Notebook/Compute <instance_name> status from <status> to <status>.
