    Description: 
Within the panel "Environment management" Admin is able to see n the list 
instances created by other users, stop and terminate them. However, if the User 
who created the instance leave the project, but this instance should be used on 
a project nobody can start it. Would be great if the Admin will have the full 
management rights to Start, Stop and Terminate instances created by other Users.

Out-of-scope but Related feature. If we can change the "Creator" for the 
instance, so when the person leave the project the instance will be owned by 
User
