Description:
The bug is reproduced for AWS/GCP. And for Azure it is not tested due to
temporarily image is not created on Azure.
*Preconditions:*
# Custom image1 is available in the list for notebook creation
# Custom image1 is not present in the cloud
*Steps to reproduce:*
# Create notebook from image1
*Actual result:*
# Notebook is created successfully
# Default ubuntu image is used
*Expected result:*
# Notebook creation fails
# Any image is not used for creation
