Description:
The bug is reproduced for AWS. For Azure it was not tested due to temporarily
image is not created on Azure. For GCP the bug is not reproduced.
*Preconditions:*
# Notebook1 is in running status on DataLab Web UI
*Steps to reproduce:*
# Delete Notebook1 from Cloud console
# Notebook1 instance must be present in "Instances" table on AWS(Shutting-down
or Terminated state)
# Create image from Notebook1 via DataLab Web UI
*Actual result:*
# Docker executes with 0
!image-2022-06-09-14-09-06-462.png!
# A new image is in created status on DataLab Web UI
# A new image is available in the list for notebook creation in the DataLab

# A new image is absent in the cloud console
Expected result:
# Docker executes with 1
