Description:
*Case1:*
*Preconditions:*
1. User page is open in tab1
2. The same User page is open in tab2
*Steps to reproduce:*
# In tab1 user creates admin
# W/o refreshing the page in tab2 user creates Admin

User group with name 'admin' is created.
If user creates the user group with the existing name or only case is different
the error message shows up:
{color:#de350b}Group name already exists.{color}
If allow to create such group names user will *not be able to log in* DataLab.

But all names are added to DB only in lower case.
