This bug was found only for GCP during any library installation from Apt/yum
package on Notebook or Spark cluster
*Preconditions:*
# TensorFlow with Jupyter is in running status
*Steps to reproduce:*
# Install any library from Apt/yum package ('dablin') on TensorFlow with
Jupyter
*Actual result:*
# Docker runs with 0
# The error shows up in docker logs
# The library status is 'installation error' on DataLab Web UI
# Library is installed on instance
*Expected result:*
# Docker runs with 0
# The error does not show up in docker logs
# The library status is 'installed' on DataLab Web UI
# Library is installed on instance
