This bug was found on Auto-tests for AWS during Spark cluster creation for all
notebooks.
Perhaps, it's related to all clouds.
*Preconditions:*
1. Env and notebook are set up from auto-test
*Steps to reproduce:*
1. Create Spark cluster on any notebook
*Actual result:*
# Spark cluster creation fails
{code:java}
Failed to generate variables dictionary.. Exception: 'custom_tag' {code}
*Expected result:*
# Spark cluster creation is successful
