Permission for Apache DataSketches project to use our "streaming-quantiles" code (CODE) located at https://github.com/edoliberty/streaming-quantiles

Edo Liberty and I, authors of the CODE, grant ASF a license to use CODE subject to the Apache 2.0 license.
Edo Liberty is already a member of Apache DataSketches project and has an ICLA on file with the ASF. I, Pavel Vesely, am willing to also sign an ICLA, which I can submit via private channels.
