This is a call for a vote to release Apache DataSketches-memory candidate version: 7.0.0-RC3
The short version of the purpose of this release is to replace DataSketches-Memory versions 4.1.0, 6.0.0 and the Java 11 portion of release 3.0.2 with a single release that handles Java 11, 17, 21, and 25 gracefully.
