## Summary - define public release communications as explicit human handoffs - state that automation may prepare evidence, deadlines, tallies, and templates but does not send on behalf of the release manager - apply the boundary consistently to `[VOTE]`, `[RESULT][VOTE]`, and `[ANNOUNCE]` ## Why Tagging, package publication, artifact staging, and verification are repository or distribution operations with externally verifiable state. Sending a vote, result, or announcement is different: it represents the release manager in the Apache community and must be reviewed and sent manually from their Apache email account. Making that boundary explicit prevents a release assistant or automation from treating a prepared template as authorization to operate an email client. The resulting mailing-list thread remains the durable evidence recorded in the tracking issue.
