Hello Apache DataSketches PMC and Community,

This is a call for vote to release Apache DataSketches-cpp candidate
version 5.3.1-rc1

This is a bug fix release on top of 5.3.0, built on the 5.3.x branch.
There are no new features.

Changes from the previous release (5.3.0, October 2026):

    Bug fixes:
    - Stricter validation of serialized sketches: malformed or truncated
input is rejected with an exception (KLL, REQ, Quantiles)
    - Array of doubles and array tuple: union and intersection now reject
a sketch with a different number of values, matching Java
    - REQ: k of 256 or more is no longer truncated to 8 bits
    - t-digest: serialize(header_size_bytes) includes the header in the
      buffer size
    - Common: no memcpy with a size of zero
    - Custom allocators: fixes to the HLL union, EBPPS merge, Count-Min
      and density sketches

    Licensing and documentation:
    - LICENSE, NOTICE and the documented minimum CMake version corrected

Behavior changes are listed in the release notes.
