No way. Technically, we would need to declare a dependency in the
extension, this is the only way to prevent it from being installed (if
the dependency is not fulfilled). Since you removed the rpt* files from
the installation, you would probably declare a dependency to an UNO
service implemented in one of those libs.

However, as far as I know, there is no support for dependencies to the
existence of UNO services. You might want to raise this in
[EMAIL PROTECTED] or (perhaps better) [EMAIL PROTECTED], I
consider it a valid RFE. (Though it won't be implemented for 2.3
anymore, of course.)
