The only C++ external UNO driver component I know is the PostgreSQL SDBC driver, but this component is not a "true independent extension", as it is (AFAIK) build linking against the connectivity module libraries. And by reading Stephan Bergmann's mails (for example in http://extensions.openoffice.org/servlets/ReadMsg?list=dev&msgNo=1324), a driver developed/build this way *may* be broken in the 3-layer OOo.

The change toward Three Layer Office (starting with DEV300m4, see <http://wiki.services.openoffice.org/wiki/ODF_Toolkit/Efforts/Three-Layer_OOo>) has made ever more obvious what had always been true---extensions can only link against URE libraries (mainly sal, salhelper, cppu, cppuhelper and any STLport and C++ runtime libraries coming with OOo---but see above, of course), not against OOo-specific ones (like vcl or tl).
