CIMI - tests adding test points for CIMI Basics test plan

 - This patch includes all the test points for the CIMI Basics test plan.
 - The volumes section is missing some json testing - although the plan does 
not specific xml vs. json, this should be included.
 - To run these tests with providers other than mock, edit/modify the 
config.yaml file
 - Failures on the return codes need to be discussed - either the test plan or 
the code base needs to be corrected.
