adding test for Extended Machine scenarios part 3 user_data

This is the minimal user_data test. It only checks that an machine can be 
created with user_data without error. Waiting on machine to advertise its 
address before filling in the ssh code. Also commented out are the lines to 
check for the user_data capability.
