As one option, not the only choice, but it does not have to be restricted
to Java.
One of the most striking examples for the W3C DDR standard still actively
used is this Scala implementation:

This one under PHP is a bit older:
https://github.com/krizon/php-w3c-ddr-simple-api

And there are 12 projects based on OpenDDR for Java, C#, Perl, PHP or
Common Lisp.

Not every language may have the same importance or available resources but
these examples show, how many languages and platforms have demand for this
that was met by at least one or several Open Source projects. Not counting
numerous commercial implementations by the likes of DeviceAtlas and others.
