Maybe the project configuration changed, at least modifying e.g. a version
date, etc. wont't work.
In Tamaya the PMC Role (not group) does the trick
Administer Projects
Ability to administer a project in JIRA.

   - Group (jira-administrators)
   - Project Role (Administrators)
   - Project Role (PMC)


In DMAP I can't even see it, similar to version or component changes.
