### Search before asking - [X] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case As a developer of a system integrate devlake, I used advanced mode blueprint for all data collecting and processing task, I need to tailor blueprint plans for my usecase, and I do need the feature to skip collectors to reprocess my data faster after setting changes. But this feature only supported in NORMAL mode. I found that skipCollectors just simply filtered out all subtasks with "collect" in its name, when creating plan for pipeline.
